Swirlds will remain a permanent member of the Council. It will participate in the Hedera Council alongside the other Council Members by voting on key decisions and participating in Committees. However, per the Council’s vote in December, Swirlds will no longer hold special governance rights that were previously afforded to Swirlds during the bootstrapping phase.
